Upper torque bushing. 850 1996

Need some help again guys. My UTB is completely gone - I have a replacement, but the problem I have is removing the old one - it looks like it's baked on & I've been having to use a chisel to remove it. The inside of it is virtually all gone, just the outer ring that won't budge. Will a wire wheel do it? Any other ideas?

As far as replacing, while searching the archives, I see lots of different ideas. Am I going to have to remove that whole bracket? If so, how difficult is that?

Also, does the arrow on the new one point up or forward or ?

Sorry for the rookie questions, but I know lots of you have done this already.
