Timing belt V70-XC70

a question, i took off the cover off the timing belt and everything looks brand new. the care has 56,000 miles it is a 98. I did see a few very small post of coolent. but other then that the gears, belts, etc are spotless and look brand new. I am the 2nd owner of the car but could not get any info on if the belt was changed. so my question is is this normal? should it be this clean in there? Shouldn't there be some kind of dirt, oil,etc??
