Emergency brake adjust 850 1996

Hello again; I replaced the e-brake shoes, now the handle is high & the e-brake isn't as strong as before. I searched on tips for adjusting, but only found adjustments for the handle.

On the wheel adjusters, should I crank the spreader so it's longer or shorter to make it tighter? Or is it truly just a matter of adjusting the handle? when putting the new shoes on, I opened the spreaders about 3 mm already.
