No Brake Lights but 3rd Lt is OK 850 1997

When I start the car, remain in park and press the brake, the warning light on the dash comes on and I can hear a click near the shift lever. Yes an audible and noticible click. If I didn't know any better I'd say it's the sound of a short circuit.

However, when I put in gear and do the same, no click but the warning light still comes on to tell me there are no brake lights.

The two brake lights do not work, but the third light does when I rpress on the brake.


I checked the bulbs, and also the 10 amp fuse and they are OK.

What could this be?
