Dealer says impossible to install cruise control on '99 S70 2.0 - true/alternatives?

My dealer says that it is impossible to install cruise control on my '99 S70 2.0 because there is not enough space.

Is this true? I believe that I read somewhere that the throttle of '99 onwards S70s are "by wire". When I looked at my car's engine though, I saw a old-fashioned cable. Could it be that the 2.0 engine, being the most basic one, does not have the "fly-by-wire" stuff which would require a different cruise control unit which would be the only one Volvo has available for that year?

Would an 850 cruise control unit fit? An after-market one?
