Outside temperature reading on trip computer reads high, and now says 'HI' 850 1995

Last summer I thought the guage read a few degrees warmer than actual, and understandably read very high if car was at standstill over hot asphalt. This summer it is reading very very hot when temp is actually only in 80 and 90, and today it read just "HI" on trip computer instead of 138 or something. Question, where is the gauge that reads outside air temp? Can it be cleaned? replaced? Has this happened to anyone else?
