Tina,I know how you feel.
If the car hasn't had a full tune-up:plugs,cap & rotor,I would try those first and see if it passes emissions. <$100.
Fresh oil change helps too.
Are you having work done by an independent mechanic? =usually cheaper.
You can easily check and clear check engine codes on your car.
Go to "volvospeed.com",maintenance.
