Wastegate modification - 0-60 1/4 mile improvements? 850 1994

I have a 1994 Volvo 850 Turbo with 115K miles. I have been thinking about getting an IPD chip, but its expensive and maybe the car is too old. I am interested only in minimizing the initial turbo spool up time and having the turbo otherwise behave the same as before. Maybe this is too ambitious - getting something for nothing. I definitely don't want to risk getting over-boost or codes.

Based on your experiences is one turn enough or go for 3 turns to maximize achieve this low end boost? Any noticeble improvements in 0-60 or 1/4 mile times as a result of this modification?
