AC?Heater Fan not working 850 1997

I have been reading the posts and was certain it was a resistor pack problem, but replacing that did not fix it. I replaced the fan motor and engine thermostat about 3 months ago and everything worked fine until about a week ago when the ECC failed to bring on the fan. The A/C was blowing cold (running with forced air at highway speeds), but no fan. I had some intermittent fan operation in the manual mode over the next few days.

I replaced the resistor pack today and the fan still does not work. Checked all connections and fuses. They are OK. Is the switch the next place to look? Other suggestions before I give up and go to Volvo?
