Volvo dealer in Brooklyn NY S70

I have very poor gas milage; about 14 in mixed driving. Also I seem to have code P0101. I took the car to the dealer. After day and half they told me that everything checks out but...
I inner and outer tie rods have play(need wheel alighnment)-$450 to fix.
and turbo return pipe is leeking oil, very minimal-$200 to fix.
What gives?
Can a leaking turbo return causing my poor milage?
Can the tie rods be tightened without a need for replacement?
