thick oil in water S40-V40 1997

I have a thick black oil(sludge like)in my radiator expansion tank and other water pipes. My local mechanic cannot determine if it is the Head gasket or turbo. has anybody got any ideas. I am sending to Volvo for opinion but car is getting old and money is very tight.The oil in the engine is fine. I have lost no oil. No signs of water in the engine oil. This is actually causing bad circulation of water and hence over heating.
