power streering problem 850 1994

My volvo 850, year 1995, whem I turn on ignition, the light abs in panel stay light on (yellow) and just go on when I turn the key several times and slowly. Then, the light go off and I may go with de car. Whe::re is the problem.: Thank you for de answer. Escuse me for my English. Is so poor. Pedro Zanini.
