On my '95, it is controlled via the power door locks. If the doors are locked, so too is the fuel door. The only thing you can do in the trunk is manually pull the wire to unlock it. Mine has become stuck in the past, so I've had to pull the wire loop to unlock.

There is a little motor in there pushing/pulling the wire to lock/unlock the door. If you're thinking that the fuel door pops out by itself, well, it doesn't. At least on the '95. Your '93 may be different.
