The TPS is a small switch attached to the throttle body that tells the ECU the position of the throttle so it can make the necessary adjustments. I'm oversimplifying I'm sure, but it's one of the many sensors feeding signals to the computer. That's about the extent of my knowledge, so I'll stop there.

I'm a little leary of OBDII giving the exact codes you should act upon. Have you pulled the codes from the black box under the hood? You should be able to find instructions on how to do this in the archives, definitely in the Haynes manual. This will spit out the true underlying code via counting the flashes of the red light.

An indespensible book to have that lists every code for every ECU is the "Pocket Data Booklet" from Volvo covering 1991-1998 FWD and RWD both. Item number TP 0302207 on the documentation web site. THis has every stinking spec you'd ever want to know. Even a cross reference from Volvo p/n to Bosch p/n where available.

$185 for a O2 sensor? Seems to me they are cheaper. Have you tried grotonfcp.com, or Beechmont Motors Volvo? If you call Beechmont, tell them you're in VCOA club (even if you're not) and you'll get 20% off and free shipping. And their list price is not inflated like some other dealers' (i.e. Brentwood). If you want OEM, Beechmont is the place.
