Strange Problem with Brakes 850 1994

I am having a problem with my brakes that I'm having trouble diagnosing. My front brakes make this loud scraping noise while I drive at low speeds. The noise is still there at high speeds but it doesn't seem as loud. It's especially bad right after I hit the brakes to slow down but let off to resume driving. It also seems to make more noise when I make turn at low speeds, like turning out of the driveway in the morning. Stopping power seems fine except on occasion it feels rough right before I come to a complete stop. I took off the wheel and looked; I have plenty of pad left. This is only the second set of pads for the pair of rotors, although there is a decent sized grove in the rotor where the pads sit (or decent sized lip, which ever way you want to look at it). The only other thing I noticed on the drivers side the rubber brake line was a little wet directly above the metal fitting on the wheel side.

I would really appreciate some suggestions as to what the problem might be; nothing looks like it’s rubbing when I look with the wheel off so I’m really stumped as to what’s making all that noise. --- I’m sure it can’t be good!
