Noisy windshield washer motor 850 1995

Couple of questions here. My Haynes Repair Manual says the windshield washer reservoir is located on the left (driver's side), however, I see what appears to be the reservoir (black tubular thingie with blue cap) on the passenger's side close to the right headlamp. Is this the correct location?

Suddenly, my windshield washers started to become noisy when operating, though they work just fine at this point. Is this an indication of a failing motor? Low fluid (no lights coming on)? Anything I can do to fix this short of a washer motor replacement.

Baby steps please, I'm not a mechanic.
