HELP 98 S70 Computer Reset / Inspection problem S70

My 98 S70 was not able to be inspected because the computer had recently been reset, according to the technician. In other words, when they plugged in the inspection computer to the outlet under center console, the car told the state's computer that it had been recently reset. I was told a recent battery replacement might be the fault, but I have not replaced the battery.

Of course the guy was clueless and told me to go to Volvo dealer...maybe it was a recall thing. he also told me that driving a few hundred miles might help.
