'ABS' and 'Tracs' lights always on ? Big issue ? 850

Hello, on a 1996 850 R I am planning on buying, I have noticed that the "Tracs" and "ABS" lights are constantly on. I drove the car on several miles with no change. The owner says it is because the rotors and Ferodos need replacing.

They are in fact due for a change but I am not sure this is the reason and I suspect something more about the electronic components.
