Instrument Cluster Light outage 850 1997

Instrument cluster and all night illumination for heater, radio, etc. is not operating. The slide switch (4/4 in Haynes manual diagram) above the foglight switch left of the instrument cluster seems to be the problem ($119 at dealer) There is 12v dc at terminal 1&3, 5v dc at terminal 5 and 0.05v dc at terminals 4&6. Is this the most likely problem or is the headlight switch the leading possibility. Any clues or guesses?
