EGR/throttle body cleaning - is this normal?

So today my project is to clean the EGR and throttle body according to instructions on Volvospeed. My car failed the smog due to EGR no flow and I am hoping this is the cure (replaced flame trap last year when I bought the car).

I just removed the throttle body and boy are things ever DIRTY in there! THe air hose housing that attaches to the throttle body and the vaccuum hoses (the plastic large elbow that leads to air cleaner) has a lot of fresh oil in it. How does the oil get there and what can I do to stop it?

So much oil and crap is in the throttle body I bet I will need another 2 cans of carb cleaner. What is wrong with my car that causes this to build up so badly - is there something underlying this I should get fixed?
