1998 s70 key lock assembly S70 1998

Well!!! I installed my new electric portion of my ignition switch and it does the same thing. The key will turn to the start position, all the dash lights will lite, but the car will not start. Also the key will not return to the run position on its own. HELP!! Do I need the mechanical cylinder assembly?? The dealer says it will cost me $260.00 for the part+ install. This is my first Volvo and it may well be my last. My previous cars Toyota and American never had this kind of problem.Could someone steer me in the right direction?
