My other vehicle is a Dodge Diesel pickup truck and they look like the propane injectors I've seen some diesels outfitted with. By adding some propane to incoming air you get an increase in horsepower. Follow the hoses back and see what they connect to. On a truck they usually hide the tank on the frame, in a Volvo I would guess you would have to hide in the trunk.

Since most pictures also have high performance intake filters, I would guess somebody really wants to go fast!
