Excessive Crank End Play? V70-XC70 1999

I have a 99 V70 with 77,000 miles I just bought from a private party. I was told by the previous owner that the oil leak would be fixed when the timing belt was replaced, and my mechanic originally agreed. It turns out that the crank shaft has .065 end play (should be around 0.003) and the seals are walking out and creating oil leaks. They have tried to fix the seals 3 different times with no luck. A second mechanic agreed with this and said the only option is a new engine and possibly a new transmission. Has anyone seen this problem and is a new engine the only solution? Thanks in advance!
