That's the blank plate for a clutch.

There is, however, a wire loom to the left of the top of the brake pedal arm that has a rubber cap with four (4) nipples.

This is the access to the engine compartment.

Remove the cap, push the wire(s) through from the cabin with a stiff wire or large cable tie and you will see them emerge between the main fuse box and the strut tower near the firewall.

Cut off the nipple(s) of your choice, push the cap back on and you're good to go.
