High fule consumption. 850

My 96' 850 T5 Wagon consume averaging around 15 to 17 miles/gallon. I think that's on the high side. My question is can cleaning EGR valve reduce gas consumption? What else can I do to get it back to it's original fuel consumption wich is I believe it's around 19 to 22 miles/gal.
I saw in some of the old post that some of you are getting 27 - 30 miles/gal. I wonder is that really possible. My 2.2 honda v-tech engin wich is supposedly to be more fule efficient don't even get that close to 27 miles/gal. I would be very happy if i can get my T5 to 19 miles/gal. Can some one pin point me on what need to be serviced.
