Help with Poor Gas Mileage on V70 V70-XC70 1998

Hi,

I just purchased my V70 and wanted to know peoples average miles/gallon. My average is 20.5 miles/gallon in 50%city and 50%highway on the "E" button. I don't drive aggressive. I'm concern with this and wanted to know if I should look into anything particular. The seller recently changed the timing belt, brake pads (still squeeks when I go in reverse), and new tires. Can I assume he had a full tune up when he had his belts change? The car is automatic basic V70 with 89000. I had to change state license and had the OBD checked by the state motor vehicle with a passing.

What should I do in terms of inexpensive up to expensive things to the motor Ex:spark plugs, o2 sensor, air filter, hoses etc....?
If so, can you recommend any brands. I have no problem playing around with the engine. I already changed to Mobil ATF. Thank in advance for your help.

P.S. I notice that the car starts very loud (rough) everytime compared to other cars. It drives smooth though when I'm on the road and idleing at the stop light.
