no spark 850 1996

The camshaft position sensor is 3 wire

+12V from ECU to terminal 3(Y/R)
0V to terminal 1 (BN/BLK)
Signal on term 3 (BL/Y)
Signal should be square wave +5V/0V frequency 7.1Hz at idle

I think your test had the connections reversed.

Crankshaft(RPM) sensor is two wire

Terminal 2 (BL) is ground
Terminal 1 (R/BLK) is signal
Signal should be AC 1.5V approx, frequency = 825Hz at idle.

I think you need to switch your meter to AC.

Did you follow the link I gave for reading codes on Motronic 4.3 via OBD socket pin 3 using a switch and LED?
You can of course use a voltmeter instead of the LED and paper clips instead of the switch. I would be surprised if this did not work it does on UK/EU cars which are not OBDII compliant over here.
