front brakes 2002 V70 XC V70-XC70 2002

I just had new rotors(Volvo) and brake pads(not Volvo) put on my front wheels. It seems now that the the car needs more power and like something is holding it up. I took it back to the shop(not Volvo) and they say the wheels turn fine and everything looks OK. What could it be?
