The ETS, electronic throttle, has a high failure rate in '99-'00 models.
Very common failure, do a search on this board about ETS module failures and you'll see.

If your car is still under warranty, have the dealer correct the problem soon and correctly. The fix is a new throttle body with software download to the tune of $1100. I've read that cleaning the throttle body, helps the problem for a couple of months, before the module fails.
