rust under the paint S40-V40 2000

Just noticed a rust appeared under the paint in the front of the hood where the volvo logo frame attached to the hood. The paint becomes loose on surface. I am wondering if this kind of rust is under the warrenty of volvo paint. I have purchased volvo VIP plan and the car is year 2000. Thanks.
