855R -96 throws 2-3-1 fault code 850 1996

A friend of mine has a 855R -96 who is running OK, except for sometimes when it throws code 2-3-1 (Long term fuel mixture at cruise too lean or too rich) and for a few miles after that, the boost is only at 0.5 bar (wich is what the wastegate is set to open at, meaning ECU sets down the boost as much as it can, by closing the magnetic valve that controls the boost).

After a few miles, boost is OK again (over 1 Bar), and the car runs fine until it throws this code again. It can happend the same day, or it can take a week.

He´s tried another (known working) AMM, replaced the O2 sensor with a brand new one, looked for air leaks etc.
We are going to measure the fuel pressure as well.
