DIM LED FOR THE FAULT CODES 850

I HAVE A 1993, 850 VOLVO. WHEN TRYING TO CHECK THE FAULT CODES
IN A2 (WITH THE IGNITION ON THE 2ND BAR) THE LED LIGHT IS DIM CONSTANTLY.
IT GOES TO BRIGHT WHEN THE BUTTON IS PUSHED, BUT THEN STAYS DIM.
WE ARE TRYING TO DETERMINE WHY THE CAR WON'T START. IT TURNS OVER, BUT
WON'T START. WE BOUGHT THE CAR ON THE LOT....IT WAS SUPPOSE TO HAVE
BEEN DRIVEN TO THE LOT. IT HAS PROBABLY SAT FOR AT LEAST A MONTH.
WE HAVE 240'S, BUT THIS IS OUR 1ST 850. THANKS IN ADVANCE FOR ANY HELP
