Road Runner in my 850 Turbo. 850 1995

There is a strange device hiding in the engine compartment of my car. It is a small black device, about 4" long with several wires coming out of it and is called a "Road Runner", it's nestled between the oil dipstick and the radiator. Occasionally it ticks like a clock and I have no idea what it does and why it should be in my car.
In it's former life my Volvo has been a rental car and I wonder if this device is some kind of measuring instrument. If any of you have any idea what this is I would love to hear from you.
