irregular tire wear S80

I drive a 1999 S-80. It has about 85K and has been a pleasure to drive but currently I am having a problem with the left front tire wearing out prematurely on the outer edge. I had the car aligned about 20000 miles ago for the same problem when I purchased the car. About 13000 miles ago I bought new tires and had the alignment checked again. About 10 months later (yesterday) I happened to see the tire in the proper light and noticed the wear again. Off to the alignment shop. I heard all the usual excuses- "Have you rotated the tires?, It's a Volvo, It just happens,etc"Finally the service person said that there is no adjustment other than toe-in. Is this true? Is there any way to correct what is happening?
