brake light headlight weirdness V70-XC70 1998

The brake lights are on constantly if the car is on. When the car is off and the headlight switch is off, depressing the brake pedal will turn the headlights on (plus the seatbelt warning lights, faintly). Wrap your brain around that one! I'm scratching my head.

Any ideas? What should be tested first?
