mud flap /splash guard coming off 850 1997

Hello,

The front passenger side mud flap /splash guard on my '97 850 Wagon is about to fall off. It is normally held in place by what looks to be rivets. All but one of the rivet heads have torn through the flap material.

How can I reattach the flap? I was thinking I could screw or bolt it back in place and forget about the rivets. Any suggestions?
