Seat not reclining is a very common problem. If you can hear the motor trying, then see http://www.volvospeed.com/Repair/seatcable1.htm for how to change the cable. As an update to this, lots of folks repair the cable by shortening the outer covering 1/4" so that the inner part sticks out more. Heat the ferrule on the cable end to remove it and cut the outer part back, replace ferrule. Also put it together with cable ties, not hog rings.
