Mystery groan sound 850

Help. Where could this sound be coming from? 1997 855GLT 80,000 miles. Sound under the steering pump that sounds like sputter of a cavitating pump. No fluid bubbles, steering performance great, sound continuus through all varied driving. It begins 10 seconds after cold start and continues. Serpintine was removed, all pulleys were spun by hand, bearings tight, I changed serpitine and new volvo pump, after verifieing with a 12" screw driver that the sound resonates through the plastic reservoir of PS pump. It did not improve the sound issue. $250.00 ouch!
Most recent repair was change of air pump, SA emmisions check valve, check engine light went off, this sound is not even close to that pump.
