AC Question V70-XC70 1998

The A/C compressor on my 98 V70 XC (90,000 miles) seems to cycle very fast (about every 5 seconds). However, the interior of the car seems to get cool as quickly as I would expect. I don't want to overcharge the system, and therefore I hesitate to add a can of R134a just because the compressor is cycling.

Questions:

1. Will this excessive cycling cause premature compressor or clutch failure?
2. How can I tell if the refrigerant is low?
3. What would an A/C shop charge me to check and refill the refrigerant?
