Brakes frozen? S70 1999

If it were winter I would say the emergency brake cable froze to the bottom of the car (this has happened to me and is real easy to fix, reach under the car and pull on the cable). But just because it is not winter does not mean that something else is not keeping the cable from reliesing the brakes. I would look under the car and see if the cable can move freely, just because the brake handle is down does not mean that the cable has released tension from the e-brakes.
