Fuel economy????? 850

I have a 96 850 GLT non turbo with 112,000. I purchased the car seven months ago with 105,000 miles and complete maintenance records. When I got the car I replaced the plugs, wires, cap, rotor, air filter, and fuel filter. The car runs good and seems to have good power, but I don't think I am getting anywhere near the 22 city and 31 highway that the car should get. I do notice the the tail pipe does have some black soot, which normally means the fuel mixture is rich. The OBD II does not currently have any error codes...

What could cause lower mileage??? Is the mixture adjustable???
