850 parking brake 850 1994

I thought I had a problem with a warped rear brake rotor. There was a rubbing sound every time the wheel went around. After buying new parts and starting the repair I relized the noise was coming from the parking brake shoes rubbing & not the brake pads on the disc. I've pulled the disc off and looked, cleaned, lubed, taken off, put back on etc.... I still have the rubbing sound with either the old or new rotor in place. Nothing seems out of order. My best descrption is the shoes aren't returning or are off center after releasing the p-brake. Any help would be apprecitated. Thanks Jim.
