White Smoke on Startup - Excessive oil Consumption S70 1998

My 98 S70 GLT with 84K miles emitts a puff of white smoke from the exhaust pipe immediately after stating the engine. This does not occur every time and only happens occasionally. There is no smoke visible while the engine is running. The oil consumption is higher than I think it should be... approximately 1.5 quarts every 2000 miles. I have eliminated the possibility of an anti-freeze leak since the anti-freeze level remains constant.
I have always understood that smoke on start-up indicates worn valve guides and/or valve stem seals. Smoke while running indicates worn rings. However, with the oil feed to the light turbo there may be other possibilities. There are no apparent external oil leaks (e.g drops of oil on the garage floor).
Any thoughts on this phenomenon will be appreciated.
