Oil cap, slight sludge and a little 'varnished' V70-XC70

Folks, on my 2001 V70 T5 that I bought used I noticed that the oil cap has a little "varnish" and had a slight bit of sludge up in there. Can this be caused by a bad PCV valve or did the previous owner not change oil at regular intervals? It also has a metal "grid" under the cap, does this trap oil up there and cause this? I'm new to Volvos. She was a Volvo lease return with 34K miles on her and runs great! Should I use synthetic oil when I change the oil? What's the oil change interval you folks suggest? Every 7500 miles seems too long to me, I was thinking more like every 4K miles. Regards, Chris in CA
