gas mileage T5 V70-XC70 1998

I recently purchased a -98 V70 T5 with about 90,000+ miles.
Car runs excellent , but I am a little dissapointed with the gas mileage.
I get only about 20.5 on highway and 18.2 in city ( according to the computer in the dash ) Is this normal or is there any way I can at least get up to 25 mpg ????
Any suggestions will be appreciated
