1997 855 T5 Turbocharger oil leak 850

I just got back from a drive from NJ to WA and I have now noticed that there is oil on the turbo (coming from the left of the turbo). Also, I get the feeling that oil is being blown through the downtube to the intercooler, and I am getting a bit of oil collecting in the bottom of the air deflector tray. The car has about 103K miles.
Questions:
1) What is the cause of this? Is this normal for a car of this age?
2) Should this be fixed immediately (will a few hundred miles be bad)?
3) How much should this cost?
4) Do you know of good Volvo shops in Seattle area?
