rear washer will not spray on tailgate window 850

My rear washer will not spray. Water gets to the rear filter and out the filter but no farther. I tried compressed air and it cant make it the last 5 ft as well. Is it just vacuum line that goes the last five feet of some other device that could have failed? Ps I tried blowing both ways 40 psi.

2nd QUestion: my 95 850 turbo apparently came with a remote lock keychain but is long gone, How do I verefiy it has the system before buyinge. It has SIPS, Walnut, TRACS, heated seats.
