Delaminating vinyl on door panels V70-XC70 1999

Well, one of my door panels is displaying the infamous delaminating, where the vinyl bubbles up from its substrate. This car has been parked in the garage much of its life and is seldom out in the sun. I looked at the various messages in the archives but could not find a real conclusion about how the problem is solved.

1. Does Volvo NA replace or repair the panels free?

2. Has there been some sort of service call or extended maintenance considering that this is a manufacturing flaw?

3. Is there a simple and cheap repair for an owner?

I will visit my dealer soon. Any suggestions welcome. Thanks!
