engine failure at 88K- worn/wavy cylinder walls V70-XC70

My friend has had his 2000 V70 since it was new.It now has 88,000 miles on it. It has been using oil for the past two months at the rate of 2 quarts per 3000 miles. Last week it failed to start. The shop did a compression test and found no compression ( or very little). After pulling the head the cylinder walls are wavy with no visable cross hatching. Any idea what may have caused this? Is this a common faliure? The shop and I tend to agree that the fix is a new short block as it is probably to severe to bore oversize.
