REar Alignment 850 1994

Had a 4 wheel alignment performed on 850 wagon by Indy tire shop.

At the right rear wheel, the camber is within spec, but the toe could not be brought into spec (0.95). The shop indicates that a right rear lower control arm is required. (I assume that they are referring to the triling arm. From reading other posts, this seems to be the case only when camber is not within spec. Any thoughts?

Are there other problems that would prevent them from adjusting toe to within spec?

Am particularly concerned that shop indicates that part is $385. and labor about $100. Labor sounds way low based on my read of Haynes for this repair.
